Recovery backs up servers to the cloud, and when this is done, they can be migrated.

Azure Site Recovery supports migration from Windows Server 2008 R2 servers. In fact, the possibility of migrating Windows Server 2008 servers, including 32-bit to 64-bit versions, has been added.
